The best chess move would be for Mueller to indict someone no one is thinking of, having Trump pardon Manafort, only to toss that to NYS.

Yes, but Federal charges. If Trump pardoned Flynn, he'd be safe (but would lose 5A).

Then blow off the subpoena, and get pardoned for that too.

Yes. That's the idea. If Trump preemptively pardons Manafort, it becomes impeachment bait/obstruction, and Manafort still gets prosecuted.

How is it obstruction if that is the power invested in the POTUS?

Can't use legal power for illegal acts Can't take bribe in return for pardon Can't use pardon to obstruct ongoing investigation
