That text says "electronic communication service provider", which could apply to some iCloud services but not, I think, devices.

I don't know which USAF report you mean, but to me "phone company" is a telco, not a device manufacturer.

HJC bill report. "Phone company" is not a legally meaningful term. Which is why it should never be used in association w/legislation.
