Just based on what's public, seems like the most important targets were Ukrainian gov agencies and transportation hubs .. not Russian orgs.
I think the "what's public" is the problem Same w/NotPetya, the impact of which on RU is still unknown. (Tho also true for US corps)

But you would think if the NotPetya attackers hadn't intended to attack RU in June they'd be doubly sure not to this time.
