I think the "what's public" is the problem Same w/NotPetya, the impact of which on RU is still unknown. (Tho also true for US corps)

But you would think if the NotPetya attackers hadn't intended to attack RU in June they'd be doubly sure not to this time.

Krebs' point about plausible deniability is interesting. But it's way too soon for that right now I think.
