The SSCI 702 "reform" bill is basically what I would imagine if someone said, make 702 worse and do so in as many words as possible.

That's the term usually used within the IC. Before leaving government, I'd only ever hear it called "abouts."

I'm p sure I've never heard it called that before. "Abouts communications" sounds like someone trying to do an old Brooklyn accent badly.

I don't know where the "abouts" thing came from (though some of the court briefings call it that) but I think it's just a USG/non-USG divide

It is in court filings. But as I said, it is used to discuss just one kind of packet sniffing that is legally content sniffing.
