When I was on the IAB, we received a draft that claimed this was possible. When we objected to it, we were threatened with a racism lawsuit.

I had an author in a conference I was chairing demand his paper be accepted because the CFP didn't say we'd reject papers, only review them.

His demand was considerably more rigorous than the paper itself, as I recall.
