Sessions says the data collected from US providers "originates abroad." By that I guess he means CA?

702 by definition involves domestic provider assistance, by definition originate in US, usu in CA.

Splitting hairs here and Sessions might just be sloppy but there a difference between comms originating somewhere vs the triggering data.
