You and I do not have to agree (CUI/SBU is not Confidential) but that is their internal policy and interpretation of Clapper-era guidelines.
The argument would presumably be that it was a violation of the "well and faithfully discharge the duties of the office" clause. Since this is a common civic clause, there's probably a fair body of law defining it, and a definitive answer as to whether leaking violates it.
