Complicated - depends on whether the trip and his activities could be considered a "legislative act" - see US v Brewster, 408 U.S. 501.
Legislative acts not limited to speech/debate in Congress, but Clause limited to act which was "clearly a part of the legislative process"
Rohrabacher would claim that unofficial investigations/inquiries by single MoC are protected. But if he received quid pro quo, he's cooked.
Glancing briefly at the relevant law, official vs. unofficial is irrelevant. Instead it matters if act was "legislative in nature."
Also, criminal act per se not legislative. Makes sense, as S&D clause is protection from executive/judicial branches, leg writes crim laws.
