Of course such effort would cost billions for any major city & cause casualties. But practice'd be required to pull off evac.

I have tried to get major corps to practice evacuation of employees as part of disaster recovery planning. Would be better than nothing.

At home. We've had about 15in of rain. If we get 20 more, we may bug out. That's looking very possible.

Yeah, living north and east of the city center is a big advantage in that regard.

Nope. People die in evacuations all the time. Too dangerous. Not like a fire drill.

Yup. Just pointing that out. Can't evac without practice, at least for First Responders, but can't evac w/o casualties.

If people were told that a nuke was going to drop/tsunami hit in 3 days, they'd try to evacuate. It'll happen, so we have to train for it.

Also I recall during the black out years back there was basically no transportation & millions of people got out of the city. It's possible.

Bridges and tunnels will be inadequate to move 8M people under literally any circumstance. it's math.
