I get why people who don't have access to evidence themselves are skeptical. That's fine. But it is false to claim USG has dissenters.

USG does more than the intel community. But intel groupthink isn't hard to achieve and it doesn't have to reflect reality - e.g. Iraq.

I said they were uncertain which the fragment confirms. How/why they agreed to be certain is unknown. Comey's op-ed is a joke not certainty.
