I've actually enjoyed watching all the ways VZ has tried to get out of (or limit) the surveillance business. But people don't believe me.

The problem with VZ is that they operate with a license that expressively requires LE access. Internet companies have much more freedom.

Even before, I worked with their unit in the Bay Area and they were totally aghast at the idea of having to collect data

Right. I know of efforts to get out of surveillance business starting at least by 2009. But accelerated after 2013.
