Privacy law nerds often say that ECPA is terribly outdated. If you ask them how to change it, tho, they usually have only small suggestions.

3/ repealing 2702 because it is outdated; or repealing 2703. In the big picture sense, the proposed reforms are smallish, I think.

4/ The debate is more the kind of debate you might on any privacy law; line-drawing how much law should limit access, what standards, etc.
