Exactly. Just gave us a number. They count it or don't count it. I don't expect Comey to count. Hell, he can't count days to an election.

But NSA collects the data, correct? So they are the gatekeepers? They decide what is seen by other agencies?

FBI, and to a much more limited degree, CIA can say, "Hey, let's include this dude in 702 spying," but in that case both NSA & FBI will vet.
