Wow. No. You're wrong. The Circa piece is about back door searches. Which is 100% surveilling USPs w/o FISA warrant.

Just as an example, we can be virtually certain they "surveilled' Mike Flynn in that way. Bc doing so is routine. Same w/Manafort.

Some number of FBI Agents (by routine practice) would have had access to the Kislyak intercept contents once they searched on either one.
