Wow. No. You're wrong. The Circa piece is about back door searches. Which is 100% surveilling USPs w/o FISA warrant.

Just as an example, we can be virtually certain they "surveilled' Mike Flynn in that way. Bc doing so is routine. Same w/Manafort.

Sure. And also to be the subject of (at least) an assessment. But they surveil people who aren't "bad guys."
