I see, you meant that disinfo should be reported in the context of its (apparent lack of) efficacy. Totally agree.
I had misinterpreted it as claiming that disinfo need not be reported until proven to work (i.e. by succeeding in tilting an electorate).
People--both pros (they have incentives) and non--seem to forget that nation-state hacking is spying.
For some it may be forgetting, but for many laypeople like myself, I never knew the term 'spying' also covered active interventions.
What do you consider the boundaries of "active intervention"?
