There would have been extensions -- it's pretty easy to get a 60 day extension, which would bring us into 2017. But big question is why.

Exec. branch authorizations are only valid for up to a year ... So, if the ct didn't approve min. or tgting procedures - no valid 702 surv.?

No, they can get 60-day extensions easily, so they would have just extended the 2015 certs until they resolved the issue.
