Whoa!! This seems to say that FISC did not approve ANY FISA 702 certificates in 2016. http://www.uscourts.gov/sites/default/files/ao_foreign_int_surveillance_court_annual_report_2016_final_0.pdf …pic.twitter.com/89orNrFjgW

This is SUPER weird. And redaction of the application number suggests it's not just bureaucratic delay.https://twitter.com/emptywheel/status/855139780358791168 …

They redacted the application number last year. That's normal. What's not is the delay. https://www.emptywheel.net/2017/04/20/annual-fisc-report-suggests-the-court-did-not-approve-any-section-702-certificate-in-2016/ …

No. We've never officially been told how many certs there are.

Do the certs extend beyond the minimization and targeting procedures? I thought those were the only things the gov't had to submit

No. But minimization includes great deal, including any significant changes and/or fixes for overcollection. So it could just be tech issue

Partly explained here. https://www.emptywheel.net/2017/04/20/annual-fisc-report-suggests-the-court-did-not-approve-any-section-702-certificate-in-2016/ … But approval must have been delayed at least 2 months.

Okay, but what's the significance of the delay? Is it just interesting in that it doesnt happen often? Sorry, not familiar with FISA process
