Gonna repeat again: Anyone reporting that NSA hacked SWIFT for CT information w/o explaining why front door not used should be ignored.

USG has had front door access to SWIFT for over a decade. In 2013, when they targeted EastNets, they had recently renegotiated access w/EU.

SWIFT front door access, while limited to (inadequately overseen) CT purposes is not onerous. Europol refused normal EU oversight on it.

So part of that story--if you're reporting anything beyond 1) that it continued after being exposed 2) why EastNets is...why double dip?

B/c bulk unfettered covert access enabled by hack is preferable to NSA over limited scope front door access overseen by SWIFT/Europol/EU.

But 1) this is bulky but not clear it's bulky. It may also be seeking EastNets enhanced wisdom 2) Europol oversight over US access is shit.

Oversight isn't great but exists. Data mining is prohibited, US requests to Europol have to be fairly narrowly defined. A headache for NSA.

Nope. That is what the agreement says. But that's not what exists.
