Yes, and I have a theory (that I'm happy to be persuaded out of) that release of SWIFT makes it much less likely to be RU.
I've sorta been leaning against SB being foreign intel, since the beginning. Nothing really solid....
Just it seems an intelligence service would be more inclined to keep the tools and be quiet about it.
My arg on SWIFT is that, given the latent threat the west will cut RU off from SWIFT, that data would be better withheld until such a time.
Not to mention that at times, such information could REALLY roil relations with the US, bc it's such a sore point, but that time is not now.
I'm not familiar enough with the politics surrounding SWIFT to offer much insight that way, at least for now.
I spent 2.5 weeks in Brussels working on it in September, which is why I believe that. Been obsessed with SWIFT for a while.
But admittedly may be misunderstimating Putin.
My own pet theory is cypherpunkish motive... crypto-anarchy. I'm happy to be talked out of that too.
