As to the House, b/c those are its rules; as to DOJ/FBI, they can investigate at the same time, though the cmte may suspend if requested.

You need to have it bc of Speech and Debate. Even when FBI gets involved Congress can pretty much refuse cooperation.

S&D always an issue, but if disclosure was at Nunes' presser, there's case law saying ~that's not S&D. Granted, that was a civil case.
