That Circa report on unmasking MoCs is ... misleading. Reason Congress gets notified is bc they made agreement w/ODNI that they would.
Unclear whether everyone voted publicly. I think agreement formally between HPSCI and ODNI though.

Every year I had a clearance in the House, I had to get a refresher CI brief, and nobody said “Oh, you might get unmasked.”

Also, to be clear: one reason Circa appears to be wrong is Gang of 8 get noticed when MoCs get incidentally collected, period.

But the larger issue of the frequency of Members/staff getting picked up in convos with constituents, & not notified, remains.
