Absolutely agree Crimea ones have not worked. Hacking ones might be different--those people aren't as powerful as oligarchs.

What's the theory of action? Russia will stop hacking because of sanctions?

RU relies on a number of hackers being coerced to do so. This changes that calculus just a bit.
