THey changed rules on FBI access to collected data in 2008, among other things.

FBI doesn't even need evidence of wrongdoing to go in an search on US person ID on collected data.

Right. NSA would still need reason to do that for USP. Not FBI. FBI also doesn't track this closely @Thomas_Drake1 @RameshK__
