I think there was probably abundant evidence that Mill obstructed investigation. That was not treated as interesting.

The reason why is 1) narrow scope of investigation (something people miss) 2) FBI monofocus.

Obstruction, btw, would have served to hide avoidance of oversight (outside scope of investigation), not intentional mishandling
