Given that NSA/CIA hacked Mexico's election in 2012, and Mexico is a US ally, does that mean NSA and CIA must be sanctioned now?

No, I get it. Blackmail sucks. Election-rigging sucks. But as a hypothetical: if Mexican intel learned of this & had proof...
-
The MX intel that has close ties and nifty goodies, courtesy of US spooks, which EPN ended up reversing campaign pledges about?
-
Every case is different, but I'm saying yes, we should be held to account diplomatically for our meddling when others can do so.
-
Agree. And I'm pointing out that most don't have the ability (or even the interest) to similarly sanction.
-
But if they DID have the ability, as the US appears to, what would you expect them to do as rational agents? "move on"?
-
"ability" and "interest" are two different things. The latter is far more important when it comes to sanctions.

Indeed, there's good question abt how serious GRU/FSB sanctions are, even now, as we have to cooperate w/them too
