the issue is not just opposing Trump, but opposing Ryan/McConnell on issues that aren't top of Trump's list.

True. But on some of those (Medicare, Social Security), Trump's campaign promises can be leveraged to raise costs.

Yes. I'm not as pessimistic as others on Sens blocking certain things, but the work of raising those costs is quite urgent.
