The finding as reported means it went through some level of review, so clearly they concluded retaliation did occur.

But if that's what happened how could the original panel have possibly concluded it wasn't whistleblowing?

Reads to me like it was somewhat of a close call (typically means a reassignment, maybe reporting to security officer).

That's be easy to imagine if employee was in IGs office, just harder to figure out if not.

Again, I buy that it happened. God knows there's no love loss for Ellard in that building.
