So 2 reasons why O might not have ordered this released. 1) He, not being Jim Comey, didn't want to seem to be tampering in election.

Maybe he believed, as did almost everyone, that Hillary had it won anyway (tho devastating stance for down-ticket if so).

2) Maybe Obama wasn't convinced yet. Don't forget! This leak was a RESPONSE to O asking for all-IC assessment of election.

But in aftermath of other official leaks, Congress passed requirement that Admin inform Intel Committees of anything officially leaked.

Brennan, in particular, got put under close scrutiny under that law. It's a good law, btw. One Trump will surely violate.
