If voter suppression had been a major public issue it might have prevented some of those laws and rules -- speculative.

It never has in the past. Plus, while I think suppression key in WI & NC, less so in MI and PA.

And Dem turnout was down in places like MN that share demos but not voting suppression w/rest of Great Lakes.
