      I think key point is the two are linked. Classf reform enables FOIA reform, and the latter should help drive the former.

      If move classification from "levels" (C,S,TS) and towards classification as "compartments", reduces overclass, improves natsec + helps FOIA.

      Yes. But value is in marking docs to "facts" that make it classified, rather than a determination of how sensitive those facts are.
