I actually tracked down these IPs when the BOUNDLESSINFORMANT slides were first released.
The slides show CNE, hacking, in other words. with the returns form various IP addresses.
There are two main things I was able to show, The IPs on the slides tended to be associated with VPNs, Iran, or both.
Of all the VPN providers, Hotspotshield/Anchorfree was the most common to find.
