Not really. "Snoopers' Charter" predates Snowden & was torpedoed by UK's LibDems. But PrivInt vs GCHQ made it urgent

I think FBI uses its hybrid status to avoid oversight under both statuses.

FBI is very much more decentralized, and has fiercely independent regional offices, compared with, say, NSA/CIA.
