So my first instinct was not far off?

Put it this way, for just one request of mine (re FBI FOIA operations), FBI has assessed $23,360 in search fees.

And keep in mind, this is just the cost _to look_ for the records. No guarantee they'll find anything, much less release it.

& this is just estimate of search fees (1/2 of which must be paid up front). FBI routinely assesses additional search fees after

And if FBI does find/agree to release anything, then there's additional duplication fees for that.

Well, as I don't have the funds to pay $23,360 in search fees for 1 request, I'm still fighting this (& many other) fee issues..
