@emptywheel Well, depends on the source. In Portland Police annual report, I compared "rapes" (as reported, I believe) to arrests for rape. -
@davidminpdx So even cops might have an incentive to be able to check a "not enough evidence" box? -
@emptywheel could be. Numbers in PDX so stark. Typically 200-240 rapes per year. And typically 30-35 rape arrests. -

@emptywheel It's a huge scandal. Endless nonsense about "Ferguson Effect" and millions of stop and frisks. But we dont solve crime in US.
