@emptywheel DoD procurement policy forbids buying used computers.If they don't have some they can scrounge up,they'll have to buy new ones.

@Cujo359 Right: But it also suggests that OPM didn't have the equipment to do this properly in the first place. -
@emptywheel Other possibility I can think of is that those old computers can't run DoD-required software,ie,recent Windoze,scanners,etc. -
@Cujo359 Mikulski was asking for something like $37M for OPM to upgrade last fall. So is DOD more expensive? Or more confident they'll get $ -
@emptywheel Do I have to choose? Both could be true.DOD purchases are expensive on their own,as any1 who remembers $300 hammers can attest. -
@emptywheel Hmm,looks like OPM had requested more money earlier,about $91M that was shot down. http://federalnewsradio.com/all-news/2015/06/flash-audit-serious-concerns-about-personnel-computer-fix/ … -
@emptywheel OK,reading more closely,it was shot down for _cutting_corners_.Maybe $95M not so unreasonable,after all http://federalnewsradio.com/all-news/2015/06/flash-audit-serious-concerns-about-personnel-computer-fix/ … -
