@emptywheel 100% of every thing I write publicly goes through PBR. When I asked what I could write w/o submitting they said "a cookbook." -

@emptywheel Who "withheld" here? My piece described ECPA issues private sector has long opined, + personal (not govt) read of leg language. -
@Susan_Hennessey Congress. They went pretty far out of their way to avoid discussing "content" which would have been useful in narrowing.
