@BalkansBohemia Yes, I'm suggesting it may well be both. Still hard to target hospital as precisely the did based on "near" fighting. -
@emptywheel Yes. That's what made selling the Chinese Embassy bombing in 1999 during Yugoslav campaign as an "accident" so hard.
