#Snowden's proof that surveillance failed is FBI made a subjective call that the #Tsarnaev brothers weren't a threat?http://thehill.com/policy/technology/230283-snowden-french-spying-didnt-stop-terror-attacks …
@BradMossEsq IG report said NSA had collected stuff they didn't look at until after the attack.

@emptywheel Yes, that is going to happen. Trade off: collect too little and miss the data. Collect too much and have to sort through it -
@emptywheel Absolutely nothing I have heard from Snowden or others has explained how we are going to magically find the balance -
@BradMossEsq@pwnallthethings Partly, tho, too few terrorists for Big Data to work well. -
@emptywheel@pwnallthethings If surveillance was only about counter terrorism that would be valid -
@BradMossEsq Sure, tho we appear to have same problem w/cyber.@pwnallthethings -
@emptywheel@pwnallthethings Nothing about the intelligence world is simple -
@BradMossEsq Ergo thinking Big Data will work there like it does for Target may be overoptimistic.@pwnallthethings -
@emptywheel@pwnallthethings Certainly legit concern but doesn't mean it will be or necessarily axiomatic that alternative will work better

@emptywheel@BradMossEsq But that's the point of Bulk. Bulk let's you go back-in-time and do surveillance on the guy you missed. -
@pwnallthethings Yes. Glad you're honest abt that. I've got half-written point suggesting people need to admit that.@BradMossEsq -
@emptywheel@pwnallthethings I would concur with that too
