Could HEMISPHERE just be a DEA front end on the 215 collection? Last yr's NYT story suggests it's a separate collection pgm, but unclear.

My guess (emphasis guess) is that HEMISPHERE is a front end to 215 augmented with real time access to number portability DB queries.
