Again, Jack Goldsmith's memo did 3 simple things: say content collection OK under AUMF, say BOTH phone & internet dragnet OK under Smith.
@charlie_savage So maybe he wrote unbelievably stupid memo. (Or two versions, as happened elsewhere.) But the memo affirmatively says no 4A.

@emptywheel Maybe we're miscommunicating. I think he wrote a memo saying 4A=OK but statute=problem & USG still redacting the latter portion -
@charlie_savage Nothing in the MEMO as shown says that. Maybe the redacted bits do. Maybe they're utterly wrong. -

@charlie_savage Which only reflects NSA stuff, but ALSO mentions Iraq (April 2 prolly not NSA--IG report just NSA).
