@emptywheel It looks like they redacted that the investigation to which this was all relevant was the one into "Al Qaeda" -- weird redaction

@charlie_savage That's consistent w/all phone dragnet orders. I think that's bc if they revealed what orgs approved people could challenge. -
@emptywheel Ah, good point. Why do you think they redact 2nd purpose of this besides historic contact chaining - automated alerts, I assume? -
@charlie_savage Best guess is finding burners, tho in phone dragnets they redact "data mining" or something similar in analogous spot. -
@emptywheel@charlie_savage Question is why they needed a FISC opinion when primary orders approve "all analytic tradecraft" for corp. store -
@PatrickCToomey If it's correlations and/or burners, it gets implemented pre corporate store.@charlie_savage -
@emptywheel Not sure I agree; you can look for indiv. burners in corp. store w/ 2-hops. See which phone drops & which takes its place. -
@PatrickCToomey Whether you can is different fr what they did, which they told us is refer to a list of "correlated IDs" and chained on them
