Mulling it over, I can actually think of a range of cases where "specific identifier" would block intuitively acceptable records demands.
@normative "Al Qaeda" uniquely describes Al Qaeda. But based on that unique meaning it could support millions of different identifiers.

@emptywheel I think the "based on" is meant as a recognition that multiple different selection terms uniquely identify the same facility -
@normative I think there's a closer 1-1 correspondence on facility names than there is for AQ. -
