@emptywheel I don't think so. Sec. 3 of the HPSCI bill prohibits bulk collection of Internet data. Sec. 11 attempts to keep out content.

@emptywheel Selectors are identifiers. Bill tries to end bulk collection by requiring targeting by identifiers & minimization guidelines. -
@HarleyGeiger Whether they collect content-as-metadata in bulk or using selectors doesn't affect whether it's content-as-metadata.
