FBI (and other agency) use of 215 dragnet data in domestic law enforcement is, AFAIK, still almost totally unknown and un-investigated
@mattblaze Limited to CI and CT, though. So CI (which also would include cyber, broadly defined) is the big area we don't know abt.

@mattblaze But Review Group suggested possible to use more limited 215 requests, suspect that is being used very aggressively in "hacking" -
@emptywheel In any case, we know the FBI has the 215 data, but we haven't seen the use policy. -
@mattblaze Nor have we seen their back door search use policies, which are just as concerning (and probably intimately entwined).

@emptywheel Also, there are ways to use expansively for some ostensible pretext CI/CT purpose and then say, "oh look, evidence of a crime". -
@mattblaze Agree. And in any case, CI/CT purpose can be VERY broadly defined. -
