@emptywheel Because they went on offense? Isn't that strategy 101? And even if bad policy, how is it whistleblowing? That's my issue -
@BradMossEsq It's not clear cyber works like other "war," especially not if you're uniquely vulnerable on both hard and soft power levels. -
