What is the criminal penalty for a civilian intentionally blocking lanes of traffic on the GW Bridge?

Why would NY emergency vehicles need to get to NJ? Different jurisdictions.

@smittie61984 the backup snarled traffic on the new Jersey side, so NJ emergency vehicles would presumably have trouble getting around -
@NeilBhatiya - I drove ambulances for years. We deal w/ traffic a ton. No different than all lanes closed from an accident.
