@mattblaze And NCTC is permitted by law to have anyone's database unless other laws prohibit it. Does 215 prohibit sharing of the dragnet?

@emptywheel I believe 215 requires that the data be relevant to a CT or CI investigation, but says nothing about sharing within govt. -
