Remember that NSA/FBI's telco / internet metadata collection is far more revealing (and involves a lot more data) than physical mail imaging
@mattblaze And remember that we still don't know whether FBI or NCTC get both to data mine in common.

@emptywheel True, and if you're an analyst, the more metadata the merrier. -
@mattblaze And NCTC is permitted by law to have anyone's database unless other laws prohibit it. Does 215 prohibit sharing of the dragnet? -
@emptywheel I believe 215 requires that the data be relevant to a CT or CI investigation, but says nothing about sharing within govt. -
@mattblaze@emptywheel sub (h) governs sharing - generally, must be in line w/ secret FBI minimization proc. http://www.law.cornell.edu/uscode/text/50/1861 … -
@astepanovich@emptywheel With a big exception for anything with evidence of a past or future crime. -
@mattblaze And possibly the NSA exception for threat to property, which I think comes fr treating corps as legal people.@astepanovich

@emptywheel Do note NCTC says it's not currently data mining (at least not pattern-based), though it has authority to do so.@mattblaze -
@RachelBLevinson How can NCTC not be data mining and yet do their job? Where'd they say that?@mattblaze -
@RachelBLevinson Ah, thanks. Is there newspeak for "relational database" that means "data mine" I've missed?@mattblaze
