We learned yesterday NSA only has one secret 215 program. We know there is at least one more. Where is it (FBI) and what does it do?
@AdamColligan yes I have. My guess is that NSA needs the data bc they've got the content collections from the switches.

@emptywheel Sorry wasn't clear. Meant FBI risking legal position to get FISA orders for NSA. What does it get back? Maybe lots of CPU time. -
@AdamColligan Don't think FBI is risking legal position. If anyone is, it's NSA. But FBI can't do w/the telcom data what it would want to. -
